Dichter: Citizens who provide a human shield for terror, are terrorists in their own right.
“We are creating a situation of ghost towns, if we do not endorse the army’s plan, we will be held responsible.” The Minister of Internal Security, Avi Dichter, spoke today about the government’s policy of attack. “Israeli citizens are not perishable items, not physically and not spiritually. I expect you to instruct the army to completely stop the rocket fire that has been directed at Israel, at all costs”, the Minister of Internal Security hurled at Olmert.
“Since Wednesday”, reminded Dichter, “we have gone from 25,000 people living in the threat of rockets to 250,000 people who are in the line of fire. Besides adding the “code red” alert to another 130,000 residents, what has changed?”
The Minister, who was formally the head of the General Security Services, criticized the way the operation was being implemented. “The brave and intelligent activity of the army-of the Givati troops, the Shiryon (tanks) together with the General Security Services east of Gebalya, has not led to a cease of qassams and katyushas. Not towards Sderot, not towards Ashkelon, not towards the settlements surrounding Gaza, and not towards Netivot. I see a city that is suffering with my own eyes, a city that is beginning to disintegrate. The barrage of katyushas has spread out over the entire city, from Kfar Silver in the east, to the sea in the west, from the neighborhoods of Shimshon and Givat Zion in the south, to Barnea in the north. We cannot allow the Gaza roulette expand, we must bring it to an end it now.
Dichter comments on what is taking place in Gaza, “The people there have nothing to do except play games of war and death. We fire at terrorists; they fire at anyone who is a Jew. This is not a deterrent. Citizens of Gaza who are not situated near terrorists are not in danger. On the other hand, any Jew who is in the line of rocket fire is in danger”.
“We are creating an atmosphere of ghost towns with our own hands, with our own policies”, Dichter continued. “The terrorists, unlike Israeli soldiers and citizens, are perishable and must be stopped and killed. In a state of war against an entity of terror, there can be no deterrence from striking at terror that is enclosed in a casing of citizens. Citizens, who provide a human shield for terror, are terrorists in their own right”.
“Prime Minister”, summarized Dichter, “I expect that you will command the army today to completely bring to a halt the fire of rockets towards Israel, at all costs, and instruct the army to present the itinerary and requirements necessary to facilitate this objective to the cabinet by Wednesday. I hope that on Wednesday the cabinet will decide to adopt the army’s policy. If we do not approve the army’s plan, the government will be held responsible for the disastrous reality it has created.”
